Injectors not opening or "flashing" on 1989 camaro

Ok You Have good connection to the ECM but did you check to see if you have good connection from ECM to the injectors or do you have signal from ECM going out to the injectors? Just because you have power going to the ECM doesn't mean it is good, when you read the resistance on the ECM all you did was verify that your coil in the injector was good, it did that the ECM was good. Sounds like you need to replace the ECM if you decide to replace the ECM be sure that you grounding paste/Thermal Paste when you do because if you do not your will fry the ECM in a very short period. But also remember that you can buy a brand new one and it not be good, which is why there is the warranty on the automotive parts you purchase at the auto parts store..

Im getting to much fuel my 1992 camaro rs 5.0L 305 v8 TBI. its running real rich. ive replaced the cooliant temp sensor, throttle position sensor, fuel pressure regulator, spark plug and wires, distributor...

The precatayltic O2 sensors or sensor may by malfunctioning. These are the O2 sensors that tells the ecm to adjust the air fuel ratio according to how much oxygen content is in the exhaust. If for some reason it thinks to much oxygen content is in the exhaust it will tell the ecm to add more fuel. The post catalytic O2 basically is used to monitor the catalytic converter function and should not adjust any air or fuel. Is the check engine light on and are any codes presnt?

Fuel pressure? Do you hear the fuel pump running? Read the codes to see if ECM is still alive. Do you have spark at the plugs? Remember all motors need 3 things to run air, fuel, and fire at the right time.

Runs good with ecm un-plugged in, but when plugged in runs rough

Static timing should be 10 deg btdc you can check that timing when you disconect the tan/black trace wire there should be a weatherproof connector for this wire near the Left hand inner skirt this wire is called the set timing connector and when disconnected stops the ecm from adjusting the timing.
