BCM stands for Body Control Module. It is a "Black Box", with many connections. The BCM is behind the inside fuse block. It runs the Low Speed Wiper Relay and does the time delay "calculation" for the wipers and a lot of other functions. Check the part number of the replacement part to be sure it matches the one on the vehicle.

The BCM will have to "re-learn" your van. Note your odometer before you change the BCM. I have heard the replacement readings could be different. Also watch to make sure all the other systems(air, fans etc) will work.

One fix I heard about for a slightly different problem is opening the connectors on the multi-function switch (under the steering column) and coating them with some special dielectric grease that is made to improve electrical connections. Or you may have replace it.

You can also look in the TSB (Technical Service Buletin), TSB 083198.

If you have power to the motor, then the fusible link, relay, switch and fuse are not the problem since current is getting through them UNLESS the voltage you measured was TO the switch. Another test would be to activate the washer. This should cause the wiper to briefly run. That will verify the motor is ok and point to the wiper switch as the problem.

If you have power, the motor should run unless the linkage connected to it is jamming it. Can the wipers be moved by hand when the motor is switched on ? Can you hear the motor clink on when power is applied ?

I just replaced the BCM on my wife's Chrysler Town & Country minivan, and it fixed the wiper problem. Get a used one from a upullit wrecking yard. I got all 6 of the ones they had. At 9$ a piece I wasn't taing any chances. The third one did the trick. I think you have to get one that has the same engine. Otherwise it won't run, but your wipers will work:)

I need to replace the windshield wiper blade

The 1998 Dodge Grand Caravan takes 28" wiper blades on both sides front and a 18" rear wiper. See related links below for more information. Since there are over 22 different wiper arm attachments, do not buy wipers just by length only - be sure to lookup exact wiper blade part numbers by vehicle make, model and year for the brand wiper you decide to purchase. This ensures correct length AND correct attachment.

Air bag light is on 96 grand caravan

i may be mistaken on if this applies to your model year but if the rear wiper does not work then check the fuse for rear wiper and replace if blown. make sure rear wiper switch is off and wiper is parked.if air bag light goes out after a few seconds then the rear wiper motor is bad causing fuse to blow. air bag module gets power for its fuse through wiper fuse.if wiper is not parked then fuse may blow when you turn yhe key have two choices. replace wiper motor or remove tailgate door panel and unplug the motor

Front wipers stopped working but you can hear the motor run also

If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal.
In order of easiest to check:
1) ensure wipers not frozen to windshield.
2) ensure wiper arms are not loose on the pivot stud,
3) check the red 10 amp fuse.
You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor?
If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above.
