Does it do it on the driver side? hook it up without sitting in the seat start the rig if the buzzer is on sit in the seat if it is still on you have a bad ground on the seatbelt side the short belt that it connects to. the buzzer is under the dash driver side above the sterring wheel.

99 mercury sable drivers seat belt not staying latched

Many manufacturers suggest that seat belts be replaced after a certain time, and many belts do go faulty. They do cost a bit of cash, but you have to weigh up cost against your life. Replace a faulty belt, the sooner the better.

Seat belt sensor goes on and off as your driving with all seat belts on

Look for garbage in the drivers seat buckle.

Make sure there is no heavy weight in the passenger seat.

You likely need a seat buckle, but could be wiring.

Click on the link.
If you replace the restraint control module, I don't know if that will fix it? You can see your instrument cluster is also involved.
Any applicable trouble codes?
Sorry, I can't diagnose.

The driver side seat belt buzzer keeps ringing even with the belt buckled

Find and disconnect the seat belt buckle connector. short the two wires together on the harness side with a paper clip. If the chime/buzzer quits, the problem is in the buckle assembly. If the chime/buzzer is still going off, the problem is some where in the wiring or module.

Seat belt buzzer stays on even if seat belts are buckled

The switch in your seat belt buckle is probably faulty. The simple and easy thing to do is disconnect the wire under the seat. Whether you want to do this or not is something else.

You don't say what year vehicle this is so it is difficult to give more detailed instruction.
