It goes to the intake. You need to remove the alternator and unbolt the A/C compressor. Then remove the bracket the both are attached to then you can access this hose.

Changed water pump, thermostat, top rad. hose. still leaking leaking antifreeze from what looks like below thermostat housing. have noticed super small hose from water pump to engine. looks hard to replace....

That is called the bypass hose. It could be leaking but I'd take a closer look at the thermostat housing. If you replaced only the thermostat and not the housing, the housing may be leaking. It's a common source of coolant leaks.

My truck just started blowing antifreeze from the right side of the motor under the alternator i pulled the brackets off the front and the water pump but i could not locate where it was coming from what...

If that is a 318 or 360 V8 check the small hose from water pump to the intake manifold they had a habit of developing a leak and it can spray over towards the alternator.
it is a short L shape hose from water pump to intake manifold.
Also check heater hose under the alternator for leaks or cracks.

The bypass hose from the waterpump to the intake is leaking. It is about four inches long and is directly under the ac compressor and bracket.

1999 dodge diesel 2500 seems to have a fuel related problem.

Please clarify the "loosing power" does it lose power and shut down or does it loose power but will idle? Your Cummins is electronically controlled so oil condition is important, fuel leaks, oil leaks, leaks in the air ducting between the turbo and the intake, sensors, water in the fuel. Do you get an engine light when this trouble happens? Dodge uses a lift pump to carry fuel to the the injection pump, is it working?

1999 dodge ram 1500 magnum v8 318 thremostat

follow the top radiator hose to the motor... that hosing where it joins the motor is where it is located... usually two bolts hold it on... to replace it you need to drain the rad a bit... remove the two bolts... scrap off the old gasket... replace the thermostat... in the exact way the old one was .... replace the gasket and bolt all back up... make sure you inspect for leaks after it's running and topped up... with the rad cap on
