Can you operate it from the outside locking mechanism
If you can hear the motor (regulator) but window does not operate, then we established that power is being supplied and fuse/relay are ok. Your problem is a bad window regulator or a guide cable is fraying and caused it to knot up on the guides.
If you hear nothing at all then you first need to figure whether it's a fuse, a relay or the wiring is bad.
I had a VW rabbit that developed mad electrical problems. It started when one day the headlights remained on and would not shut off. It turned out that a $2.00 gasket for the antenna wire had failed. This allowed road water from the wheel well to leak onto the fuse box. In time the fuse panel corroded and shorted out. I had to replace the fuse box twice and use rubber epoxy to seal the leak. Check all fuses and electrical wiring for signs of shorts or corrosion.
Check your user manual , there is the fuse map printed, and instructions on how to locate the fuse box. Also post here exact model of your car (eg golf GTD 2001) to find the fuse diagram.
