Before condemning your starter, use a volt meter and check to be sure that your battery has 12v (items you mentioned are "low draw" and do not require anywhere near the amps that a starter uses) Then check to make sure connections at the battery are clean and secure (on the contact surfaces where it matters) this applies to both ends of those cables, not just the battery end. Then, if necessary, check the small wire on the starter (trigger wire) to make sure there is 12v there when you turn the key to "start". If not, the problem is elsewhere, not the starter. If voltage is present, and all tests are good, then it's safe to replace the starter.
Takes longer to write this than it does to make tests!
Good luck!!

Sounds like he needs a new starter.  He can take the starter out and take it to your local auto parts store and have them test it for him.  I'm 99% sure that will take care of it for him.  Tell him good luck and let me know if you have any other questions.  Thanks for an honest rating and for using FixYa!

My 2003 Saab 9-5 Aero 4-cyl Turbo Won't start. However, I have power in car, lights windows and radio works. But it won't turn-over. It could be Starter or Starter Relay. I can't find out

Ok, those systems might still work because the not require as much energy as the starter. Check the Battery Voltage with a good Voltmeter. If below 12, there might be your problem!

Ac/heater not working radio stopped working 2004 saab 93

I've had this happen before too... TRY removing the battery cable (Negative Side only)... and leave it off for ~60seconds.. then reconnect.

Try starting the card and using the A/C and see if it's restored. I had similar issue when my battery was failing, and that fixed it. I hope it does for you.

FYI, IIRC 10 or 12mm wrench will do the job.

remove the AC relay to shut the AC off all the time. Not sure why it wont start but you may havea security lockout. Fully charge the battery to proceed.

Sounds like a blown fuse. Start by checking all fuses and replacing as needed.
