It sounds as though your engine timing is off. Engine timing changes with engine speed. It is possible to adjust it yourself if you have the knowledge.

Lite hesitation when at cruse speed 1997 lincoln conti.

Have you tried a fuel system clean up. Has it got a barb or injection? I would, as a first step, change the fuel filter and add some injector cleaner. Possibly the fuel system clean might overcome the issue. Think about having a service carried out, might be tuning related,
If the hesitation were a fully blown flat spot that could not be remedied I would suggest a compression test to ascertain the condition of the bores/pistons. but this does not appear to be necessary at this point.

My 1990 s10 vibrates when in park and giving gas .. And also. When driving but stoped on idle or letting go on the gas pedal it doesn't vibrate .. I have replaced flywheel and torque converter and still...

Sounds like a bad spark plug, spark plug wire. Probably the spark plug wire. They usually act that way when load is applied. It may misfire under light load and not at idle. Try plugs and wires.

ENGINE SURGING COULD BE WEAK FUEL PUMP, STOPPED UP FUEL FILTER,BAD TORQUE CONVERTER SOLENOID OR TORQUE CONVERTER. OR FAULTY TPS.

Hesitation at 40mph and 50 mph.

A pop and hesitation is likely a backfire. The hesitation around 40 and 50 would be in keeping with that theory. There are several reasons you might be getting backfires and hesitation. If your ECM is adjusting the engine to run too rich this could happen. Misfiring might be occuring. Timing could be out. But one of the most likely is a restricted exhaust, likely due to a plugged, damaged or worn out catalytic converter. In some cases the converter may be bad enough to be giving you some performance problems, but not yet quite bad enough to signal an error. A vacuum test can help confirm whether this is exhaust related.
