There's no need to remove the fuse to change wiper blades.
If there are electrical problems the fuse locations are driver's bottom left near steering wheel, and under the hood. Under the hood is the ipdm located on the passenger side near the alternator. More fuses can be found beside the battery.
If your wiper motor runs but wipers don't move, the linkage is disconnected.

Climb under the driver's side of the dashboard with a flashlight and box wrench set. Shine the flashlight on the Windstar's brake pedal arm to illuminate the brake switch. Unplug the brake light circuit connector from the brake switch. Unbolt the Windstar's brake switch from its mounting bracket with the box wrench set. Bolt the Windstar's replacement brake switch onto the bracket with the box wrench set. Plug the brake light circuit connector into the brake switch

1 - Unlock the doors. Put the key in the ignition, and turn from "Off" to "ACC" 8 (eight) times in under 10 seconds. The doors will lock. Leave key in the "ON" position
2 - Program the fobs by pressing any key on the fob. The doors locks will lock/unlock
3 -- Turn the key to Off. Locks will lock/unlock, and you are out of programming mode.
I bought new remote Key Fob on Ebay and it did work properly on my Ford Transit LWB 2003. Good Luck!
