Most cables are adjusted by shortening the outer cable . Undo the lock nut and adjust the same as you would a brake cable on a push bike.

I have a 2000 mercury grand marquis and there is loud whining noise that sounds like its coming from the air filter hose . What could this be?

Have you removed air filter housing cover and checked condition of your air filter ? If so, then remove air housing and hoses up to the throttle and see if noise is still there.
You may have loose intake clamps, check all and tighten.

The idle speed is controlled by computer, do this, disconnect the battery negative cable for 5 minutes, this will reset the system and may correct the problem

My 2001 grand am se won't start just keeps turning

Several things here, without being there to properly diagnose this machine, I';d have to type from experiance this could be;
1 water in the tank
2 dirty throttle body
3 clogged air or fuel filter
4 corroded battery cables on both ends of the cables or loose.

SOUND LIKE TRANSMISSION NEED TRANSMISSION FLUID + FILTER CHANGE.THE FRONT BAND NEEDS ADJUSTING.ALSO CHECK YOUR THROTTLE SHIFT CABLE AT THE THROTTLE BODY ACCELERATOR LEVER MAKE SURE ITS NOT MISROUTED OR LOOSE AND CHECK THROTTLE CABLE ON SIDE TRANSMISSION SEE IF ITS BROKEN OUT THE TRANSMISSION. THAT WILL EFFECT UP SHIFTS OR OVER DRIVE YOU NEED THAT CLIMBING A HILL.

My 2000 Grand Am se wont start right away. It tries to turn over, but wont ignite. Then, when it does start, it will just stall while idling or driving. Battery connection might be loose, any way to fix...

If your dure its a loose battery connection simple get a rachet with the correct size socket and tighten it up off the battery posts and starter terminals. Word to the wise disconnect the positive battery cable first while then tighten the ones I already mentioned and tighten the positive cable off the post last.

Grand prix wont idle

There are 3 things that should be checked.
The idle air control valve (some call it a fuel bypass valve)
Throttle position sensor
and a fuel pressure test done. The idle air control is usually mounted on the throttle body, so is the tps which has a black plastic casing. good luck.

Cruise control 2000 jeep grand cherokee

insufficient info. The cruise control has a cable that runs from the servo, located just in front of the battery, to just behind the air intake, to the throttle body. (This is on the 4.7L V8 engine.) Check for that cable being connected at the throttle body. That connect is adjacent to the accelerator cable.
