The Engine Control Module (ECM) on a 1990 Toyota pickup with a 3.0L V6 engine is typically located in the engine compartment, near the firewall on the driver's side. It may be mounted on the inner fender, near the battery or behind the air cleaner assembly. It is a rectangular black box with connectors on one end and it should have the letters "ECM" or "ECU" written on it. It's also important to note that on a 1990 Toyota truck it is also called the Engine Control Unit (ECU) and both ECM and ECU are interchangeable.
If it seems to run well otherwise, you might have a partially obstructed catalytic convertor. Usually if this is the problem, the engine will also bog down even if you try to rev it up when it is in neutral.
