Hello, I researched this problem for you and it is a common problem with the Altise. It feels like you have to pull the E-Brake really far up I am assuming. Factories and Dealerships do not normally adjust these to each and individual car but this is not a complicated thing to do. Adjusting your parking break from your car can be some what complicated due to the amount of work you have to do to get to it inside your car. You may have to remove your console to get to the necessary screws to take your cover around your transmission selector out but if you mark and bad all your parts and screws and their locations this should not be difficult at all. You can also try to adjust the parking brake from under neath the car and you will probaly have to remove a cotter pin and a washer and then screw the lond U shaped connector at the front of your parking brake cable towards the rear of the vehicle to make it more tight. This may fix the long travel of the parking brake cable. Just take note that this is a common problem with your vehicle but with a little time you can make this a manageble fix that you will be happy with and I hope you fix this and are happy with the work you done as well. I would refer to a Haynes or Chilton Auto Repair Manual for the best step by step information as well.

The tensioner is preset, but the pulley can be replaced, if it is making noise or causing

the belt to slip. once belt is removed you should check it, and all pulleys if possible.

You need to adjust your hand brake (e-brake) you will usually find the adjustment bolt under the console between the front seats, or under the dash, depending on the type of hand brake you have. it looks like two cables going to a crossbar then single cable from the crossbar to the hand brake. at the end of the cross bar will be a nut that you use to adjust the hand brake (make sure you hand brake is off before adjusting it)

How do I adust the emergency brake

There is an adjuster under the console. See instructions below from autozone.com:

    1. On vehicle with low series floor console:
    1. If equipped, remove the manual transmission shift knob by turning counterclockwise.
    2. Remove the floor console front finish panel.
    3. Apply the parking brake, then remove the floor console rear finish panel.

    1. On vehicle with high series floor console:
    1. Apply the parking brake.
    2. Remove the floor console finish panel.

    1. Remove the adjustment nut clip.
    2. Turn the parking brake control adjustment nut so that the parking brake control stroke is three to five notches when pulled.

    3. Confirm the parking brake is applied.

    This will require you to take the center console out for a better view and to more easily access and adjust the hand brake.

    the book is correct it is under the hand brake itself and very easy to adjust once you get the console out of the way its held in by screws and you will have to take it totaly out.

    you need two wrenches to adjust the parking brake and that's it.. remember to leave it in the down position when adjusting it and pull it up after about every 3 full turns turns just to check to see how tight you have it. you don't want to over tighten it
    the emergency brake will be on all the time and wear out the brake pads. this sounds harder than it really is. the hardest part of the whole thing is getting the console out of the way once that is done you will be able to see how its done

    It should have e-brake cables going to the rear,and to adjust the handle there is an adjuster on the bottom of the handle under the console it will take a four way screw driver and a 12mm wrench to fix your problem hope this helps you!
