Question about 1999 Jaguar XJ
1999 Jaguar xj8 - Wipers don't start on their own, but stop about every 15 seconds. They start again if you move to a different speed, and stop in about 15 seconds. If you turn the ignition off while the wipers are on the wipers continue until they want to stop.
This is the park switch in the motor, try prising the top off the motor gently, it will only come off so far as wires will stop you, clean grease away from micro switch then spray with wd40.
if this fails new motor I am afraid
