Have u backed off the brake shoes? the adjuster is at the rear of the brake drum on the bottom of backing plate, it may also just be rust that is keeping it on the axle face, soak it with penatrating oil and let it set overnight then try again, tap from side to side and then up and down on drum, it will come loose just take your time.

1988 ford e-250 the van has sat for 6 months went for a drive & now rear brakes have locked up.

Your going to have to pull the drums and clean them. Rust is what caused it to lock up. Clean everything and make sure the slack adjuster is working.

Dodge neon 1998 brakes are sqecking it not the brake it

You stopped short on your last sentence. Here is your solution.
Remove the rear wheels and brake drums. Take sand paper - coarse and sand the top of the brakes - do NOT sand on the drums with coarse - use 220 or finer sand paper on your brake drums.
This usually will fix it for about 6 months.

My 2005 dodge neon made a clunk noise and then the passenger rear tire locked up. Up until this point it drove fine. Help!

Your problem would appear to be something amiss in the rear brake on the locked wheel. If a wheel sylinder was leaking the brake shoes would become "sticky" and cause the shoes to "lock on" to the drum. Or if the brake was out of adjustment, the assembly could come apart and pieces of it jamb the wheel. This problem is fairly common with drum brakes. You need to have the rear brakes serviced, & checked for fluid or grease on the braking surfaces. All leaks fixed, backing plates cleaned, the wheel cylinders overhauled, & the brake shoes replaced.

Right rear brake is locking up on my 2000 dodge neon. what do i do?

Check to see if it is drum or disc first. Depending on which one it is, it could be a simple adjuster problem for drum brakes or if it is disc breaks you may have a bad caliper. The only way to find out is to take it apart and look at what the car has for brakes.

Both rear wheels are locked up on 2000 Dodge Neon

Had this problem a really long time ago. Dad died and his fairly new car sat in the garage for six months. When we tried to get it out of there, it may as well have been welded to the floor. Flat-bedded to my shop, took rear drums off, found nothing, put it back together and it never did it again. Only thing I can think of is that moisture in the air swelled the linings, engaging them. Trying to drag the car till the brakes disengage will cause flat spots on your tires. Beating on drums may cause them to go out of round. Remove drums to make sure nothing else is going on in there and you should be fine.
My Mom still says it was ghosts....
