the vent hose that runs down along the fill hose is obstructed, that i know for sure, replace the fill vent pipe assembly to cure this issue, the vent hose can't be repaired, it will kink again.

Pull the nozzle seal away from the neck one inch while filling it up. sometimes on some cars the vapor seal on the nozzle stops the flow from the back pressure on very small diameter filler necks provided

Fueling causes gas to back-up

Turn the handle 1 way or the other to follow the path of the fill spout as it is at an extreme angle beyond the filler nozzle portion.

Gas clicks like full when its not full

It sounds like your tank vent is pluged. If you look under the vehicle near your filler spout, you should see the filler spout hose leading to the tank and a smaller hose next to it. The smaller hose is the one that I am concerned with. See if it has some how collapsed with age. In a few rare cases I have seen the vent hose made inside of the filler hose ( ford ranger I belive) and you won't see that one. What happens is when you put the fuel in, the air must come out, so it burps for a better way of putting it and it forces fuel out with it. Putting the filler hose in farther and tighter won't help, but you could try to slow the rate down so as to give the air more time to escape.

I hear an answer to this problem was that the overflow tube was blocked.

Pumping gas!

Try pumping the gas a little slower, or turn the nozzle in a different position, sometimes the gas will back up the filler tube, making it think it's full.
