Question about 1997 Mazda B-Series
Was low on diesel,replaced fuel filter but won't rev,blows blue smoke if i pump primer and try to rev

Undo the fuel inlet Banjo bolt and carefully fish with a piece of wire bent at the end (as pictured) and fish out the filter (under the spring) wash and replace. Can be very fiddly, so patience is a must.

diesels are not known to be high revving engines to begin with, anyways, it sounds like your turbo is malfunctioning, get it inspected or repaired
