This is a manual transmission, 4 cylinder no bells or whistles or after market extras car. Yes the check engine light is on... it idles a bit rough at about 1000 rpm or lower, when driving, I cannot get the car to reach a speed higher than 40 mph in 4th gear and when I floor the gas, the rpms DO NOT, CAN NOT, and WILL NOT increase past 2800-3000 rpm. I seafoamed the engine, which helped with the rough idle, but the power issue has not resolved.

no its not the trans,
if it dont slip, its not trans, (see RPM races? that is slip or too low gear)
if it shifting to the right gears, its not the trans can you count them?
is the CEL lamp glowing or flashing driving, is yes, that means
scan me now. in fact scanning while it shudders, is like (magic)
why start guessing, do a tuneup,
then scan it.
if its is misfire the PCM will tell you what cylinder misfires.

Is this a manual or automatic transmission? When was the last time the fluid was changed? If it's a 4 speed and a 4 cylinder engine than that could be the right RPM. It could also be the overdrive is not working. Some SUVs have a overdrive override button on or near the shifter.
well yes but no,the speedometer signal comes from speed sensor in the transmission then goes through the ecm/pcm via the tcm (transmission control module, then on to your speedo,if the speed sensor goes bad usually the speedometer will work crazy if not at all also the instument clusters also go bad causing failure too find a new tech dude
check tranny fluid. if tranny fluid checks good then buy a bottle of "lucas transmission additive". this is the best on market. you can buy at atuozone, oreillys or napa. the transmission fluid can only be checked while engine is warm and running in park. another stupid question. when you back up does the car make a funny squeaking nosie? if so then your u-joints are the culprit.
