Yes.
I see from pictures you have a plastic bumper.
These are held in place mostly with plastic clips that are fastened inside the fender where you cannot see them.
You will need to put the car up in the air to see what to do next.
Volvo dealers sell the clips, as so do a few car parts stores.
Those plastic bumpers are very poorly secured, and fall off easily on all cars.
You may also find ripped or torn plastic holes which is why it is falling off.
If you wish to fix it yourself, you may need to do some really "creative" work underneath the car.

If you have tools you can do is a bit complicated moptores you said some are damaged when the band breaks detiempo some but I would advise a mechanic working time is 3 hours if it is 4 cylinder and 5 hours if it is 6 cylinder

being a 2009, dont have anyone touch it, authorized toyota dealership only, beside doing oil change. anyone does any repair work beside toyota dealership it will void the warranty which has Bumper to bumper 3/36 and powertrain 5/60. take it to them and have them diagnose the problems, if they cant answer of fix the problems take it to another dealership. if two dealership cant fix the issue contact the manufacture and explained the issue if no help then, I would go ahead a file lemon car. dont take no BS from any dealership, you spend allot of money on that car knowing is going to be good to you for many years; not frustrations for many years.

Go underneath with socket and wrench. there will be 2 bolts with nuts on one end and two on the other end. Then the entire bumper can then pull off.

You are going to have to get Under the Front End. Once you get under there while looking up at the Underneath of the Bumper you will see Clips every so Often. Could have Screws, Bolts, or Nothing. If Nothing just Bend the Clips in a Little and Reconnect. Screws and Bolts are even Easier to fix.
