Fuel is licking from the fuel injector how can i stop seems the washer or something is loose
The injectors have a 'O" ring around the tip to seal off the nozzle and if the injector is loose or the "O ring is old it will leak.; Replace the "o" ring and tension the injector correctly. Do them all as if one is leaking the rest will not be too far behind.

98 citreon saxo 1.6 8valve,, won start.if it do start ,it runs for 3seconds, fuel pressure at rail is only 2to3pounds this modle have not got pressure regulator on the rail the code reader tells me no code in memory, any ideas ? john

There is fuel leaking outside the engine. Possible areas are the tank itself, fuel lines and fittings, and the fuel filter. These usually cause puddling under the vehicle. However, if fuel is leaking onto hot exhaust system parts, it will vaporize and leave no puddle. Find and fix the leak.
There is fuel leaking inside the engine. This is usually from a fuel injector that is leaking fuel into one of the cylinders. The engine will run rich and burn extra fuel. The fuel leaking past the rings of the piston in the cylinder involved will contaminate the engine oil and give it a fuel odor. The contaminated oil will not lubricate the bearings properly and more engine troubles will develop. Find and replace the leaking injector.
Fuel may be being burned due to an unnecessary rich mixture caused by a malfunctioning oxygen sensor. Oxygen sensors are usually designed to fail to the rich mixture side. Failing to the lean side would cause engine damage. On the rich side, the engine is protected from damage although fuel mileage will suffer. You may see black smoke while accelerating and a sooty carbon buildup on the inside of the exhaust tailpipe. Test the oxygen sensor and if it fails, replace it.

what it sounds like is see what happens is when that injector became disconnected the computer retarded the timing so the engine could keep up but seeing no fuel was supplied the motor..it turned off so no damage would be done ..thats what it sounds like... another possiblity is dirty injectors you can clean them for cheap with some white gas ..hope i could be of assitance
