Yes, there is a fuse, but it is actually behind the fuse block. Take out the screws that hold the fuse block in place. When you turn the block around, you will see one fuse on the back. Mine blew on both of the Foci that I have owned.

In response to your request I'd like to say that I have not solved the problem yet but intend to investigate the central locking relay in the engine compartment.
Also wish to say that I was led to believe that Fixya was a group of enthusiasts willing to share their knowledge. I did not understatnd that it was a for fee service.
