To upgrade, if you have the CD/DVD/MP3 disk system, you need to purchase the new map disk from the appropriate map seller. I believe that is Navteq for all Land Rovers. It is specific to your VIN so when you install it it works with your VIN only. Sellers of these disks on eBay and other venues will tyell you they will work and most of the time they will not. The disk not only upgrades your maps but also the radio and the GraceNote music system as well.
Here's a link to a page that offers free shipping for updates. Looks like the latest update is for 2011-2012 so you might want to call Navteq and check. I have a 2013 and they won't release the 2014 maps even though the car is new.

sounds like a non USA car, as all USA cars are OBD2 compliant in 1996, where are you located, (country? not GPS loc)
try posting how you got code 13?
where surely not off the dash as that didnt happen till way newer cars.
is this the CEL blink test? of OBD1 technology?
no body ever posts country here. and cars vary vastly by country, big time.
1: engine controls (fueling and spark, end EFI types)
2: car lighting.
4: and lots more.
post the country car was originally sold, if not known?, yours?
of course they have updates, you just had the bad luck with speakin with some douche on the phoneline. Go to your VW dealership, at least once a year they have new DVD with new maps etc. But it's pretty expensive, I don't know what currency is used in the country you live in, but it may be as well more than 250 USD. And don't try to get home-burned downloaded maps on DVD-R. It won't work, the laser in the DVD tray for satnav maps can read only proper matrix made dvds (silver, not green or gold etc.). you can also register and buy the updates here http://www.navigation.com/is-bin/INTERSHOP.enfinity/WFS/Navteq-NavteqEurope-Site/en_GB/-/EUR/ViewStandardCatalog-Browse?CatalogCategoryID=ZCkKCggRjH0AAAEV5OoMrLi3&ShowAllProducts=YES&PersistNavigationMenu=YES# They will send you the proper DVD.
