Idleing Problem In park it idles up and down 3000 back to 1000 and up again sometimes when I'm driving it feels like it wants to drive itself with the idle raising and dropping and sometimes it does not do this at all and acts normal. not sure what this could be? and if it could have anything to do with why I keep failing emissions test?

Sounds like your upstream o2 sensor is shot causing an incorrect signal to the ecu throwing off you fuel/air ratio, you need to do a diagnostic scan for fault codes to see exactly what it is. If it's the o2 sensor be sure to replace it with an ORIGINAL , you will get the same problem with those universal o2 sensors.

The first things I would check is the TPS and the IAC. The IAC may be electronically fine but mechanically may be stuck. The only way to tell is to remove and manually try to push in the plunger or replace with a known good. The TPS will show higher voltage than normal for idle and should be obvious if the scan tool data shows this.
