You are indicating a loss of refrigerant. The compressor is designed to not engage when the freon in the system is low (to avoid possible expensive damage to your compressor)
Recharge the system

What could be the possible cause of an A/C compressor not disengaging on my 97 F150?

check that the thermostat in the evaporator box is working as it controls the ac clutch action. If it is not functioning correctly (or the relay that it controls is faulty) then it will continually read hot air and not cabin temperature.

I get no power at the ac compressor clutch.

Take 12 V Positive wire direct from battery to wire from clutch.
Does The Clutch Engage
If No Clutch Needs Replacement
If Yes ,Does Your Vehicle Have Climate Control If Yes This is Probably The Fault

Compressor and fans do not turn on until rev engine

I passed this question the first time I read it, so I will take a stab at it now.
The fans don't come on until the compressor has pumped the freon pressure up to say 150 or 200 psi. And the compressor clutch has to have voltage to engage the clutch.
I wonder if the clutch is going and needs 14 volts instead of 12 to engage ? Or the relay that powers the clutch ?
Speeding up the engine would increase voltage from the alternator.
This is assuming the serpentine belt is tight and everything else is working correctly.
I think I would swap the relay with another and put a meter on that circuit to the ac clutch to see what it takes to engage it.

the blower motor has no affect on the AC system,
start the engine and turn on AC and watch the AC compressor to see if clutch engages,if it doesn't the system isn't full,if you are correct the clutch should be engaged and should quit when you change heater speeds,

2001 Nissan Maxima AC ineffective

First thing to do is visually see if the A/C compressor is turning ON. Now, because the belt might be turning on the compressor DOES NOT show it working. IS THE FRONT A/C COMPESSOR CLUTCH ENGAGED ? If yes, is it FULL with required amount of freon ? If all this is yes,we are starting to move towards the INSIDE of the car. but thats a good start

Can you be more clear?
Does the clutch engage when you turn on the a/c? if not that would cause the ac to not work. Why the clutch doesn't engage is a different issue, usually its because the system is low and needs some more freon added. If it is newer than 96 than it has r-134a you can buy that at walmart. If is older than 94 than you probably have r-12. in that case not worth fixing.
Your best bet is to take the vehicle to a local mechanic and have it tested. Alot of independent shops offer free AC inspections. Take advantage of one.
