the switch where you turn it to blowing at your head is probably out. you will need to replace the switch control where your defrost, foot, head etc. what make, model, year is your vehicle?

Do you have the slide turned to defrost position. If you have it on vents and it still does this, then you have a bad vacuum valve in the dash system probably or perhaps a vacuum hose is unplugged.

stop and go traffic will make the car heat up,, make sure you have air flow through the radiator fins, also make sure that the ac fan is actually engaging the fans work on a sensor and if they don't work, neither does the fan.
