Chugging and wont accelerate

My first guess would be low fuel pressure or a faulty throttle position sensor. The faulty sensor should turn the check engine light on.
I would check those things first.

Sound like you have a plugged cat converter. The warranty is 8 years 80k miles. Have it checked first.

I have a 1995 Mits Galant. There is a whistling sound coming from the engine, when you open the hood, it sounds like it is coming from the altinator. The distributor was just replaced. when we picked it up...

Could be the alternator bearings (sound) or could simply be air getting in the hoses check all air hoses by tightenning all the clamp screws (which is quite common to loosen over time can cause the car to run like **** and the sound)
