Happy new year, and see gift at end.
which engine? in this WJ?
cranks robustly, (250RPM spec) but will not start.
turns over, can mean starter spins or crankshaft spins or actually starts. 3 states of being. (and meaningless to any mech)

there are only 4 ways to not start
1: lost 12vdc to the EFI system , see lamps dead or dim?
2: lost engine compression, no engine option stated. we do compression test. this includs EGR stuck open and the melted CAT test.
3: lost spark or timed wrong, 2 simple tests. ask.
4: bad fueling.
the operators guide covers this and the bad ISC.
in the opr. guide it tells of, 3 ways start the engine.
A: the normal way, foot off gas, (good engines)
B: 10% throttle. to add air, incase ISC is stuck close,
C:.W.O.T cranking, this cuts fuel to clear a flood.
this covers most failures. there are simple tests for each.
ask and we can do each , 1,by.1.

PS: now the give, a free FSM.

I have a 99 jeep grand cherokee laredo 4.0 drove 20 miles went in store came out it acted as if it wanted to turn over then acted as if battery died. i got a jump start but the car then did not try to turn...

If the starter dims the lights noticeably when activated the starter is the culprit. If it got stuck and ran with the engine the bearing will cease and the starter will not turn. Dry bendix and or bearings will prevent starter to swing. If the rotor is touching the field coils it will short and will not turn.

I have a 1994 Jeep wrangler. Once you drive it and it gets warm if you turn it off it will not start back up. Coil is good and we have spark. It acts like it isn't getting fuel at that point.

When it refuses to start, does the check engine light on your dash light up when you turn on the ignition, before trying to crank the engine? Does the fuel pump come on for a second, and prime the fuel lines, right when you turn the ignition on? Does the fuel injector wires get the pulse signal from the ecu while cranking when it does not want to start? If not, your jeep ecu might be in need of repair. It's a common problem with that generation of jeeps.

1999 jeep grand cherokee will not start.turns over but acting as if there is no fuel.

The Question is no Fuel Or no Spark. When you turn the key to the ACC postion the last click before the engine turns over can you here a buzz or a little wine come from behind you? If so you have fuel, no spark Unless fuel filter is clugged (when was that replaced last) Start there, then get back
