Replace the switch, it may be defective. It should only trip from a sharp impact.

That's it, that's the definitive answer-it clicks in the tank? The pump is bad, and will need replacing. It should turn on for about 2 seconds to pressurize the fuel line and system with key on-that is the hum you refer to.

What position should the fuel pump reset be in up or down

The Fuel Safety Reset Switch will not have any issues
Move on to diagnosing whatever the problems are
You need to be in a crash for the switch to trip
It will be down & just loose & floppy,nothing to push
or reset. You can use your meter to test it without
doing anything to it.

Fuel pump relay

There is a safety cut-out called the Inertia Sensor. It is usually next to the Air suspension switch behind a panel in the cargo area or behind the front floor kick panels. It has a reset button.
It can trip on impact, a sudden jar, or slam of door. This switch keeps you from burning alive in the event of a accident. It will not work if you bypass the original wiring.

2003 Ford Expedition is hard to start. I takes two to four turns of the key to get the engine to fire.

Could be fuel pressure loss.
The fuel pump is supposed to hold pressure when the engine stops.
If it falls to zero, you would have to cycle the fuel pump relay a few times to get it back up to start.
I would check the fuel pressure first.

hook up a fuel pressure guage and check it at start up, key on pressure should build and hold , if not check it could be regulator of leaking injector

Its not a clock its just calculates the time it took to make trip. The display at the bottom of the tachometer area is a "TRIP COMPUTER". It shows OUTSIDE AIR TEMPERATURE, DISTANCE TO EMPTY, AVERAGE FUEL COMSUMPTION, AVERAGE SPEED and JOURNEY TIME. Press the "TRIP" button on the steering wheel to change through the modes. Holding the "TRIP" button for more than one second will reset the mode.

have the fuel pump tested for a defective fuel pressure check valve, this valve is part of the fuel pump..
