My mechanic replaced one catalytic converter on my 2007 tahoe,now I know their are two, is replacing one ok
Yes provided that the other one was working ok. They are susceptible to cracking internally especially if they are working at elevated temperatures and are then subject to sudden cooling ( like going through ice and snow)

YOU REMOVE THE 4 BOLTS BEFORE AND AFTER THE CAT.
ENSURE THE OLD INLET AND OUTLET GASKETS ARE REMOVED AND REPLACED BE FORE INSTALLING THE NEW CAT WITH NEW BOLTS.
ABOUT $800 FOR THE PART AND A HOURS LABOUR.
AN MUFFLER SHOP SHOULD BE ABLE TO INSTALL A UNIVERSAL
CAT FOR LESS.

Ok the fastest way to solve weather it is the cats in the exhaust system is to take it too a exhaust specialist and ask them to do a exhaust pressure test. They should have all the pressure drop data there and can tell you if there is to much restriction in the exhaust, if there is to much chances are they will be the cats, usually the front one. Yep your dad is correct with his theory, but excessive overfuelling will also cause the cats to build up excess heat and start to melt, or fall apart. So get a good service when your able too, plugs/filters and oils. Yep your firing order is correct.
