Rann out of gas aand as I filed it back up ,turned it on and as gas started flowing through the intake it made a screeching /whirring noise then went back to normal, but my power steering wasnt functioning as I tryed pulling out and the belt was not spinning, please help !
First make sure the tensioner is actually holding the belt tight. You can try unloading it with the proper wrench and see if the power steering pulley can be moved by hand and also check the other idler pulleys to see if any are locked up. If all those check out, I would look at the condition of the belt to see if there is oil or coolant contamination on it that would cause it to loose traction on the pulleys. These cars are notorious for lower intake manifold gaskets that leak coolant and/or oil which could lead to this type of condition too.
SOURCE: Power Steering pump replacement
if you have power stering oil in it its normal for the pump to be noisy its air that make that noise continue to drive air will come out by itself after a few kilometer it will go away if you have enough oil thanks pierre
SOURCE: HOW DO I CHECK THE POWER STEERING FLUID
the fluid is located in a black plastic reservoir on the passenger side of the engine near the power steering pump, if the fluid is not low u will need to flush out the system and replace the pump.

The reservoir should be located under the hood on the passenger side, above serpentine belt. Guide your eyes backwards towards the mid section of the engine on the passenger side. the small reservoir will have a small turn cap on top. (passenger side off vehicle)

First of all would it come from a drive belt ?

The whine is an indicator the power steering unit is low in most cases. If the fluid is at the proper level then the power steering pump is most likely going out.
