Yes it could be or you have a rotor that is out of round, may look good, but should be checked with a run out gauge, ABS should turn light on if there is a problem,if you need more help get back to me.Please rate my fix

Brakes juddering, not rear drums front discs appear good.

no
the problem most likely is warped discs
this makes the pistons move in and out and pulses under the foot
take the discs to an accredited brake shop and have them checked and machined
ABS systems do not work until a skid situation is reached, then the abs pump cuts in and maintains brake line pressure according to brake pedal pressure
oil on brake lining and disc pads will also give problems so have the shop do a proper inspection

2005 Chevy impala brake pedal pulsation with brand new rotors installed

Is your ABS working properly? Under heavy braking the ABS should engage and 'pulse' the brakes on/off. It is normal to feel the brake petal flutter or pulse under your foot.

Under light braking there should be no pulsing as the ABS does not engage and you have changed the rotors and pads.

Strange vibration at the pedal when breaks lock

sounds like warped rotors, if the steering wheel also shakes then that would tell me its in the front, replace the front pads and rotors that will solve your problem.dont try resurfacing youll just have pulsating brakes again in a month or two.

I have a 96 a4 tdi an there seems to a shudder coming through brake pedal when i brake .pads ,calipers and discs are fine.

A shudder coming through the brake pedal is the sign of a warped rotor. You say the rotors, pads, and calipers are fine. Did someone inspect them or do they just "look" fine? A visual inspection usually will not show if a rotor is warped. You'll need to have them turned or replaced to be correct the problem.

Brake pedal judder when bkaking

It could be a loose caliper or a caliper with a sticking piston, causing brake drag. Something could have loosened up, since you say the brake job was recent. Hope this helps and best wishes.

I need to replace the rear brakes and rotors on my 2004 Audi A4. Will I need special tools to do this? Can I still do the job without these tools?

'B6' (2001-2004) A4s dont have seperate rotors on the rear brakes like the pre 2001 A4s do. When changing the rear pads + discs the only special tool you will need is a caliper wind back tool. Let me know if you do also need to replace any ABS components aswell as I might be able to advise.

Brakes

This seems like two different vehicles with two different problems. first the 1997 Ford Explorer- with new rotors and pad. I can almost guaranty that the rotor and pads that were replace are "after market" parts. If it is true, then the brake pad are at fault 95% of the time, the other 5% is the rotor. This because alot of after market parts are alot cheaper and are poorly manufactured out of cheap materials. I would recommend Motor-craft rotors and pads for this vehicle and that would take care of this problem. However if it is original parts on the car the dust shield on the hub may be to blamed, may have gotten bent into rotor during brake job. As far as ABS re-learn braking pattern that all BS that's absolutely 100% NOT TRUE. I am ASE certified in brakes and I never heard of such nonsense. As for the 1999 Explorer this problem is the ABS system applying it self prematurely. The sound that you feel on the pedal is when the ABS is active. Most common reason for this is a bad abs/wheel speed sensor, it could have gotten damaged during the brake job or grease or rust or something is between the sensor and sensor gear/ring. I have seen this many times before, just re-check everything. The abs becomes active because it detects a slip or brakes locking up or in your case maybe a false reading from sensor. Good luck and contact me if you need more help
