If you've checked the basics (air, fuel, spark) try checking the mass airflow sensor

There has to be a fuse related to the power windows, check the owners manual. it may reside in a secondary panel in the engine compartment.

SOURCE: 1998 Impreza 2.0 non turbo wont idle properly

Lots of things it could be. Egr valve sticking, a hose that came off, a bad sensor for airflow, or even throttle position sensor.

Intermittent nature seems to point to something sticky or loose.

SOURCE: Losing power and getting sluggish

First check transmission fluid. If you have a lot of miles its a good idea to change fluid and filter. Also the fluid in rear end. Hope this helps and have a good day.

Impreza 2000 turbo uk model

Yes, there IS a known oiling problem:

Subaru TSB 02-103-07
Applicability: All Turbo Equipped Vehicles
Subject: Turbocharger Oil Supply Mesh Screen
http://store.forcedperformance.net/merchant2/graphics/subaru_oil/02-103-07.pdf

"... If clogged or restricted, it will reduce or cut off oil supply to the turbo, resulting in failure. ..."

Your turbo may be toast! ***ouch!***
I have found more info on 2004 - 2007 models, but may or may not be applicable to your 2000 Impreza. I am not familiar with the the UK model differences, but if yours has AVCS use your favorite internet search engine to search for "Subaru AVCS" or "Subaru TSB". Good luck!
