Not sure what you mean by "get around it" ?
If it is not workig by the lever inside the car - pull the lever and at the time the lever is pulled out - grab the cable with small vise-grips.. Then you can pull the cable with more force and should pop the hood..

Tap on the hood while somebody else pulls the leaver, try pulling up on it to. If this does not work you will have to try to gain access to the hood latch and pull the leaver where the cable is attached to open the hood. The cable may be stretched or broke.

Have one person pull on the latch inside and the other person pull up on the hood (sometimes depending may have to use a thin screwdriver to pry up carefully not to chip the paint). Once open lube the hood latch under the hood with wd-40. Make sure the latch inside is still connected to the wire.
