Question about 1996 Ford Windstar
Replaced start and key cylinder which was bad .start willturn over at the start but noit the key could the battery be to weak to turn starter
No the neutral safety switch is active.. put the car in park and retry..

this is a stupid idea but one of my co-workers have a 98 explorer and she lost the chip in her key. after that it still wouldnt start turns out the anti-theft kicked in and they had to reset the fuel shut off switch. your battery replacement maybe did the same? not sure where your switch is but hers was up under her passenger side floor board up front somewhere around the kick panel it was a purdy red button

Check ignition switch, the switch sit on the steering colum, under the dash, on the top side of the colum, make sure the rod that come's from the key is still in the switch, you will have to remove switch to check, held on with two small screw's, after removeble of switch, with screw driver work switch, if it don't feel spring like, switch is bad
