Question about Dodge Neon
The car wont even try to turn over instrument panel works but when you try to start it nothing no clicking i've traced power to every thing i believe its the computer not allowing ground the only thing i know is the park neutrel safety switch i don't know of any other reason why the computer will not let the s wire to ground
Have you tried load testing the battery it my show 12 volts but drop under load

There is a solenoid that normally connects the two wires that you manually connected. They do go bad and if they are the replaceable typ an inexpensive fix.

You may need to replace the cable end that joins the ground cable to the top starter bolt.Useing booster cables from the ground post of the battery to the engine block should confirm this.

if your starting the car,by only jumping a wire at the neutral switch,then you more than likely have a bad neutral safety switch that needs to be replaced.
