We have had it cold like this before, only problem was it took a few seconds to have the engine turn over.
It coul well be water in the fuel system that has frozen

Sounds like you may need a new power steering belt, or have the belt tightened. I would have the other belts inspected too.

Check for vacuum leak at intake manifold or bad fuel pump relay or have fuel pressure checked to see if fuel pump is working properly 40-45 psi it should be pumping
