Question about 1999 Ford Expedition
Just finished working on a 99 expedition 4x4. Fuse 21 kept blowing out. We trouble shot it by removing fuse 21 and 30. Take a test lamp and tie the one side to the positive of the battery. Put the other side to the disconnected side of the starter solenoid (disconnected small wire). If the light is lit the wire is grounded somewhere. Shake the wiring to find the sensitive spot. So the owner recently had the exhaust header fixed on the passenger side. We found the harness laying on the exhaust pipe. Problem solved. Good luck with yours. Oh and connecting this wire to the positive side would blow the short open.

The expeditions had a problem with the rear wiper motor grounding out, i would try replacing the wiper motor first, as for the fuse blowing, it is blowing for a reason, fuses don't just blow. if the wiper motor does not fix you may need to have someone go thru the electrical pin point tests to find the short.
