maybe is the air compresor and that's the noise that you hearing. Put the air in off if the noise stop, your problem is the compresor.

TRY SPRAYING SOME CARB AND CHOKE CLEANER INSIDE THE THROTTLE BODY WHILE WIPING IT WITH A CLOTH RAG. PAPER TOWEL WILL NOT BE STRONG ENOUGH. IF THIS DOESN'T SOLVE THIS THEN CHANGE THE IDLE SPEED SENSOR. HOPE THIS HELPS. BEST OF LUCK. THANKS FOR AN HONEST RATING AND FOR USING FIX-YA. PLEASE KEEP ME POSTED.

Your ignition coil might be bad. If it is happening after it rains, check the distributor for moisture. My ignition coil went bad on my 98 jetta.
If you replace the ignition coil, it runs rough for a little bit and it needs to sync. Just drive it around a little bit and it should steady out. If it doesn't take it to a mechanic.
