What do I do to correct this cylinder malfunction problem?

I normally keep this car parked but I want to keep it in its best running condition.

Daytime Running Lamps
With the daytime running lamps (DRL) programmed to be on, the DRL will operate when the ignition switch is in the ON position, the gear selector lever is out of the PARK position, the headlamp switch is in the OFF or PARK position, and the ambient light sensor indicates daytime conditions. Battery positive voltage (B+) is supplied to the DRL relay coil through the underhood fuse block. Battery positive voltage is supplied through the underhood fuse block FOG/DRL Fuse to the DRL relay normally open contact. The DRL relay normally closed contact receives ground for normal high headlamp operation. When the dash integration module (DIM) determines that conditions are right for the DRL, the DIM grounds the DRL relay coil. This energizes the DRL relay coil and closes the switch to the normally open contact. Battery positive voltage (B+) is supplied to the LH and RH high beam headlamps in series. The high beam headlamps split the voltage and each lights at half intensity. Current will follow the path from the DRL relay to the LH high beam headlamp, HDHIBML Fuse, HDHIBMR Fuse, the RH high beam headlamp, then to ground.

Twilight Sentinel
The twilight delay switch in the headlamp switch is supplied a reference voltage from the instrument panel integration module (IPM). It is supplied a reference ground from the IPM. The switch is a potentiometer that resistance varies as the switch is moved. The IPM receives an input voltage proportional to the resistance of the potentiometer. The IPM sends a class 2 message to the dash integration module (DIM) indicating the on/off status and delay length for the twilight sentinel. With the twilight sentinel in an ON position, the DIM will automatically control the headlamps on/off status depending on the nighttime/daytime status of the ambient light sensor. The DIM will use the twilight sentinel delay length to know how long to keep the headlamps and park lamps on after the ignition switch transitions from ON to OFF during nighttime conditions.

My 1997 park avenue is stalling. When it does the gages tweek out. The break instantly locks up. And now it wont start nor even turn over. Idk. But I need a lead

There are very specific diagnostic steps to follow when diagnosing problems on vehicles like yours ! An using a professional grade scan tool is key , because it will communicate with all modules on the vehicle ! A shorted module or a serial data bus malfunction will cause a no start , no crank problem !
The PCM has the ability to disable starter operation if conditions inappropriate for starter operation exist. The PCM disables the starter if the engine is running, if a correct VTD password is not received from the PASS-Key?® III module or if the vehicle operator attempts to engage the starter for an extended period of time.
The PCM controlled starter system consists of the following components:
Starter enable relay #1.

Starter enable relay #2.

The park neutral position switch.

The ignition switch.

The starter solenoid.

The PCM.

Is there a SECURITY light lit on the dash ? Your best bet is take to a ASE certified repair facility !

No it's not. Usually a moderate vibration in park or neutral is a bad motor mount or transmission mount.

Is it normal for my fan to run for about 40 seconds even after the car is turned off my temp stays at 190 always an dont go any higher when driving so is the fan supossed to stay running for a sec or is...

Not sure what vehicle you own, butcooling fan is a high current circuit that is operated by a low current circuit. It is not normal for the fan to operate constant. It usually indicates an electrical malfunction or an overheating condition possibly due to a stuck coolant thermostat. Depending on the vehicle. The fans may be designed to keep the engine temp from overheat condition.

PO400 check engine light is on seems to run normal what to do?

P0400 - Exhaust Gas Recirculation Flow Malfunction
The exhaust gas recirculation (EGR) valve is vacuum controlled valve that regulates the amount of exhaust gases that re-enter the cylinders. The powertrain control module (PCM) determines how much based on engine load, temp, and other conditions. If the PCM detects that the amount of exhaust gases entering the cylinder were insufficient or non-existent, this code is set.

No symptoms will likely be noticed by the driver other than the MIL (malfunction indicator lamp). However, non visible symptoms will be increased combustion temperature and increased Nox emissions. A code P0400 may mean that one or more of the following has happened:
- Plugged EGR passage which restricts the flow of exhaust gasses
- Faulty EGR solenoid
- Faulty EGR solenoid wiring/harness
- Vacuum lines damaged/disconnected to the EGR valve solenoid or to the EGR valve
- Faulty EGR valve

Transmission drops to low gear as if we were stopping while driving but when the car is turned off and restarted its ok for a while

When was the last time your Transmission Fluid and Filter were changed? What is the level? You should be checking the level with it warm (normal operating temp), engine running and in Park or Neutral (with Parking Brake ON!). Low Fluid level could be the likely culprit. Poor Fluid condition (fluid smells burnt) is another possiblity. Use the correct Fluid Type and not the cheap stuff, as not all Fluids are correct for your transmission.

Sounds like a bad coil pack, see if you can borrow or puchase a used 1 to test for the problem.If the problem is corrected you can either keep the used 1 or buy new. Hope this helps.

Have a 1994 mustang that is running hot when sitting still but goes back to normal when driving. The fan is working. Do you know what it could be.

A likely source would be the waterpump. Cars run hotter when parked than running to begin with but if you're car is running too hot (on verge of overheating) it's a sign that your waterpump may be on its way out. You may hear whining under the hood when in park as well, another symptom of the waterpump malfunctioning.

Chrysler 2003 ignition key wont turn

your key may be overly worn and need replaced, but try jiggling the key and steering wheel at the same time. if that doesnt work try sraying a penetrating oil, like WD40 or PB Blaster, into the lock cylinder. it could also be the gear shift safety switch not disengaging or a faulty ignition switch
