I have 2004 Sedona all interior lights out. I replace fuse i blows immediately.
Hi,I would first remove the interior lamp and try a new fuse. Sometimes one of the screws securing the lamp can wear through the insulation of the feed wire to the lamp.

Pick up an automatic circuit breaker at a parts store making sue it is the same ampereage. Put it in place of the blown fuse and give it a few seconds. It will trip and reset itself, giving you an opportunity to check which light is shorting out. Try a fuse 5 amps higher and see if it blows. If not, it just might be a load issue and not necessarily a shorted circuit. Perhaps the fuse was replaced before with one underrated. Do not exceed 5 amps over what you pull out. Good luck and keep a n eye on everything until the breaker breaks the first time.
