The motor more than likely won't start or it could flood out with gas.
Fuel pressure regulator controls fuel pressure. You should have 30psi at the fuel rail for the motor to start.

Sounds like a bad pressure regulator. The regulator is suppose to adjust the pump speed to match demand. Some units work by counting the RPM with a crankshaft sensor. Check fuel pressure at test port. Sometimes the pressure needs to be adjusted when changing a pump.

I installed a new fuel pump in my 95 windstar, still not starting, checked the pressure at the rail and only have about ten pounds of pressure could the regulator be my problem,and the old pump be good?

Its possible.
Could be a dirty fuel filter too.
If you did not change the filter do that next. If you still have low pressure try to clamp off the return line to the tank to check the regulator.
You could have a leaking injector too.

Low fuel pressure, runs rough

either a fuel filter restriction, or your pump is going bad, or the pressure regulator is off. When checking pressure, there is a procedure for checking if the regulator is working at specs. Also on the fuel pump there is a sock filter that can become clogged.

Must crank 10 -15 x's before engine starts. i checked fuel rail for both fuel and pressure. both are present however couldnt determine how much pressure. 95 f. windstar any suggestions appreciated

i would try to cycle the key a couple or 3 times on and off before starting it.. how long has it been since the fuel filter was changed?? might be getting restriction from it.

Where is the fuel pressure regulator located on a 1995 ford aerostar?

the pressure regulator is located on the fuel rail near the's cylindrical with a fuel line and a vacuum line attached.relieve fuel pressure,disconnect fuel & vacuum lines,un-bolt two retaining screws,or a clip on some models.pry regulator off it's mount,note 'o'ring seals.install in reverse.
