The power windows started making the cruise control cut off and now neither work and the window is down and its raining.
Check your fuses first. Most likely one has blown. Replacing it may help to at least get your windows up. Chances are that you have a short somewhere in the vehicle and you need to have it checked out by an experienced auto electrician.

Check your fuses first. Then check for power at the switches, and power from the switches to the respective solenoid and motor. Most likely it's fuses. Also check where the wiring runs through the door into the car for bare spots in the wiring that might have blown the fuses.

try checking the fuses first if the fuses are ok it will most likely be the switch itself to fix this requires removing the steering wheel do you have the tools to do this? if so let me know and I will give you the proceedure to do it.
