Question about 2001 Chrysler Voyager
Moves a little but will not work properly
There are a set of linked levers to move the wiper arms. It sounds like one of them, or a joint on them has broken. If you are not confident at taking this system apart, get professional help.

on the wiper arm at the bottom is a plastic cap. remove it and underneath is a 13 or 15 mm nut line the wiper back up and tighten the nut. the wiper should work.

if you can move the arm while the wipers are parked, either the linkage popped off or the arm came off the splines. take the cover off where the nut is and see if the arm moves on the shaft, this usually happens when you turn the wipers on and they are frozen, and crank the nut down. I usually put some thread lock on them first.

The arm is pressed into a stubby shaft which has serrated teeth that are stripped out. A new transmission for the wipers are needed
