Question about 1999 Mercedes-Benz E-Class
Generally speaking, Mercedes transmissions don't use 1st gear unless the throttle is floored on take-off or manually locked down to "2".

Check your transmission settings, you should see a switch that says W and S (around the shifter area). IT should be on S. W is only used on wet or snow conditions.
