Put everything back the way it was and see if speedometer starts working again?
Newer instrument clusters, the gages are not hardwired, The cluster receives buss data telling the instrument what to do with gages and speedometer. Checking the speedometer/vss sending unit would be a thought. Hopefully, you didn't hurt the instrument cluster?

This car is known for bad Instrument Clusters. Not to say that it is out of the question that your speed sensor could be bad... But 75% of the time it is the Cluster in the 1996-1997 Accord.. Car Part com Used Auto Parts Market

old x90 very very rare car... and the service book x10 harder.
on 98s, they are hardest years, 1996 Suzuki put in huge changes to the dash of all cars. (side impact protection etc)
making service tad harder.
did you first look at the cluster there for screws, bingo?
see those 4 screws? they are in plain site......!!!
IF car has air bags defeat them first or risk INJURY !!!!!

1. Disconnect the negative battery cable.
2. Loosen the four retaining screws, then remove the instrument cluster trim bezel.
3. Loosen the four retaining screws, then pull the instrument cluster away from the instrument panel until the back face of the cluster can be accessed.
4. Detach the cable from the back of the speedometer. The speedometer cable is secured to the speedometer by one of two methods: a knurled nut, which can be loosened in a conventional manner; or a retaining latch, which must be depressed to disengage the cable from the speedometer. Also, detach the wiring harness connectors (there are three) from the cluster.
5. Remove the cluster from the vehicle.

In most cars, the instrument cluster has a single grounding lead/wire. If either end becomes loosened, the cluster stops working. This happened in my 1998 Jeep, and I was not able to find the loose end myself, so I took it to the dealer.

just a thought but does your dash have a dimmer switch?as you've changed the cluster and its still not right it could be that.

You should not have a maintenance light, as those appeared on the 1998 model Accords and up. My old 1996 Accord had an indicator in the gauge cluster which showed either green or red. To reset it, if you looked beside the indicator, you would see a slot to put your key in to reset the indicator.

You, of coarse, have to remove the Instrument panel. There are I bellieve 3 or 4 screws to remove it. All the meters in the Intrument panel are connected electrically by the screws to the PC board. Do you have a replacement one or do you still have to purchase one? I can tell you step by step how to get the dash apart if you want. I had to do this many time with my car. I have a 96 Honda Accord EX. When you have a car like I do with about 200,000 miles on it, I get a lot of practice replacing just about everything inside the vehicle.

you need to take off the steering column cover upper and lower halves to get two the two screws that are hidden under the rubber dust cover.thanks for using fixya!
