Question about 1996 Dodge Neon
I'd pull I.A.C. motor off and clean the pintle (pointed part) & shaft as well as port it comes out of, with throttle body spray cleaner, re-install & try it. If it cures it for a while, then starts to act up again, replace the I.A.C. motor.
