SOURCE: location of fuel pump and filter

In the fuel tank. You will have to drop the fuel tank and it's located on the top. It is mounted by a bracket, and must be removed as one piece.

SOURCE: radiator cooling fans wont come on in my 1990

You mention fans; one of them is for the engine coolant, the other for the AC and will only operate with the AC on. The engine fan is normally controlled pretty directly via a thermostatic switch located in the lower radiator tank and these are kind of junky so fail fairly often.
Check the lower tank of the engine's radiator (you can see the difference by looking for the heavier rubber hoses attached to the engine), then scan the tank from side to side for a device screwed into the tank and having one or two wires coming from it. The single wire type uses the shell of the switch and ground and only needs the other one supplied with 12V.
You will probably make a mess removing and replacing this so be sure to have a large enough catch basin under the car to avoid losing coolant on the ground and poisoning neighborhood animals who like its sweet (but toxic) taste.

SOURCE: I have a 95 chrysler new yorker the fans faulty.

The temp sensor on the engine does not control the fans. ( If that is the one your working with ) .
there should be a sensor threaded into one of the end resevoirs of the radiator. Thats the one that turns on the fan via the relay. The circut is normally open , when the radiator hits a certain hot temp the circut closes and the fans come on.

Fan won't turn off

It seems to me that the fan relay may need replacing. If the contacts in the relay weld themselves closed, then the fan will stay on all the time. substitute the fan relay with another the same, to make sure that is the problem...hope this helps.
