Under the front there is a cover between the bumper and the radiator support cowl. You have to pry out the plastic plugs that hold it in, then you can actually reach the cable from the bottom. Grab the whole cable with a rag and give it a good yank. It should release with enough force. It won't be easy. Good luck.

The older cars tend to get stuck. Have someone push down and then pull up on the hood while someone pulld the release from inside.
