1992 Vulcan runs great at higher RPM but dies without power at lower RPM?

Not sure what a Vulcan is, but if it has an ignition module these have high rpm and low rpm sections. You low rpm section may have failed. Parts stores can test these if you take the module out and take to them.

usually need more details. possible vacuum leak. check for broken/loose hoses coming from intake or throttle body and replace

What should the RPM's be @ 60MPH on a 2001

The RPM is a display indicator of vehicle performance in relation to fast moving capabilities.
A vehicle that requires so much RPM has functions explanable

1. multi purpose vehicles like sports utility require more RPM considering the functionality in relation to performance. for example, a sports utility vehicle requiring tow capabilities would be greatly reduced without high RPM considering that builting an engine and structure so rigid would be disproportionate with RPM. The sports utility vehicle for example has multi purposes requiring features the contribute towards achiev ing each additional functionity. The RPM provides the appropaie measure of propertionality in the functionality and especially for an operational guideline.

2. 60 RPM has been the standard for several vehicles of similar capacity and would be drastic measure to increase without any additional vehicle upgrades to complement the entire functionity of vehicle.

That sounds like the the temperture sensor. that is what works the revs when the car is cold, is should be at the front of the engine. hope that helps

Thats a good possibility. When the motor is running get a water spray bottle and go around the intake gasket seams and spray it. When you find the bad spot you will know.
You may be able to retorque the bolts or reseal the gasket with ATV without removing the intake. If you can't find a problem on the intake, try the brake booster or vacuum reservoir.
