Under the dash, inline with the steering wheel column ( slightly off center, but close ).
The blower motor relay is also in the same mounting, so it is large enough base for 2 relays.

Toyota Pick-ups, Land Cruiser, and 4 Runner 1997-00
The turn signal flasher is usually located in the convenience center, under the dash, on the left side kick panel. In all cases, replacement is made by unplugging the old unit and plugging in a new one.

Using the driver's side kick panel as a starting point, follow the main wire loom up to the bottom the dash ( where it meets the firewall ).
The flasher connector is shown to be right at the intersection of the firewall, dash, and the main wiring loom from the driver's side kick panel.

On my 2000 Mazda B3000 it's up underneath the dash right by the steering column, like they said, blue plastic square relay
