I had a problem with a 2000 Jetta that sounds similar. It turned out that the engine speed sensor failed. Maybe this will help.

Fuel pressure spark car wont start

code p0341 refers to cam shaft position sensor(CMP)sensor A bank1---range/performance problem===causes--insecure sensor/ rotor---air gap---wiring---CMP sensor.. I would pay attention to the sensor and the possible causes as listed because the timing of the engine is related to the position of the cam shaft. Timing is computer controlled and will not be "off" unless the CPU cannot get a definite position of the piston to set the timing

Check the fuel pressure regulator for fuel in its vacuum hose.If there is fuel in the vacuum hose coming off the regulator then replace the fuel pressure regulator. If it checks out to be good then i would check the coolant temperature sensor because it will cause this problem also.

First, charge your battery all the way, Is your check engine light on? How did you determine you have spark and fuel? Did you try starting fluid?

You need to have a fuel pressure test run to verify if the pump is actually putting out the correct pressure. If it has never been replaced then I would suspect it is defective on a 17 year old vehicle.

do you have compression on every cylinder? that may be your problem, that's the suggestion i'll make. pull each spark plug one at a time and do a compression check to make sure you have compression. if you don't have the tool, they are not that expensive to purchase. hope this helps you out!! although, if you do this test and it's good compression, i would lean more towards it could be out of time. meaning it could possibly have jumped time but you said the belt was good, it could have jumped a tooth or two which would mean a no start also.

If you aren't getting a error code from the cars computer maybe you do have low fuel pressure.

This can be checked using a fuel pressure guage. It should be done by a mechanic who knows diesel engines and VW's in particular.
