You will need to purchase an Air-Bag reader or send your car to the Dealer, for diagnostics. It will probably be the "Clock Spring" It is located inside the steering, directly behind the steering wheel. It is the one component that has moving parts. But without a reader, you will not know. You could cause the Air-Bag system to deploy the air-bag if you try repairing the system blind.

The only thing I can think of that would explain your problem is a faulty ignition switch.

Hi, the airbag flashing light
on your car is telling there is a problem. On some vehicles, the light
is flashing a two digit code. Your vehicle will require a scan tool for
the proper diagnosis (and not the one at Auto Zone---it needs to be
airbag system specific, like a good body shop or the dealer).
